Shandong Mental Health Center (Shandong University Affiliated Mental Health Center), Shandong Psychological Counselling Center is located in Jinan, the capital of Shandong Province, formerly known as Shandong Psychiatric Hospital (formerly Shandong Medical College Affiliated Hospital) which was founded in 1954. In 1979, it was transferred to the management of the former Health Department of Shandong Province. In 1992, it was officially renamed as the Shandong Mental Health Center, a Grade 3 A-class specialized psychiatric hospital with a profound heritage of nearly seventy years and with integration of medical treatment, education, scientific research, as well as prevention and treatment. At present, there are 1,050 clinical beds. The center has 852 employees, including 778 health professionals and technicians, 161 senior professionals, 1 post-doctoral fellow, 50 PhDs, and 251 masters. There are 2 doctoral supervisors, 28 master's supervisors, 47 part-time professors, and associate professors. There are 1 "Qilu Health Leader", 2 "Outstanding Talents", 1 "Qilu Biancang Key Talent", 1 provincial high-end accounting talent, 7 famous doctors in Shandong Province, and 4 provincial key disciplinary leaders. The center has flexibly introduced one State Council special subsidy professor, 2 Taishan young scholars, 1 famous Shandong traditional Chinese medicine expert, and more than 10 doctoral (master) supervisors from Shanghai Jiaotong University, Sichuan University, and Shandong University.
The center has a complete set of disciplines and outstanding specialties, with a total of 39 clinical, medical technology, and platform departments. There are 29 sub-specialty (specialist) clinics, one national key clinical specialty construction project (Child and Adolescent Psychological Behavior Section), four provincial key disciplines (Psychiatry, Mental Health, Combined Traditional Chinese and Western Medicine Clinic (Psychiatry), Geriatrics), three provincial clinical characteristics of excellence and specialties (Clinical Psychiatry, Child and Adolescent Psychological Behavior, Psychosomatic Medicine). The biological sample bank of the center has obtained the permission of the Ministry of Science and Technology for the preservation of human genetic resources. There is one provincial scientific research platform (Shandong Provincial Clinical Research Center for Psychiatric and Mental Diseases) and one of the first batches of key laboratories of medicine and health in Shandong Province (Laboratory of Genetics of Mental Diseases).
With the goal of establishing the best clinical psychiatric hospital in China, the center promotes the construction of disciplines, clinical specialties, human resources, scientific technologies, and operational management with systematic innovation, model innovation, technological innovation, management innovation, and cultural innovation in accordance with the development concept of "openness, innovation, integration, struggle, and sharing". It proposes the concepts of rapid diagnosis and treatment, integrated treatment and precise treatment. The center also vigorously carries out the application and research of cutting-edge diagnostic and treatment technologies, such as neuromodulation technique, multimodal sleep treatment technology, MECT, MST, and the combination of traditional Chinese and Western medicines, etc., as well as implements the system of multidisciplinary or inter-disciplinary joint consultation, so that the level of medical treatment and diagnosis is increasingly improved. Equipped with a large number of high-precision instruments such as magnetic resonance (MRI3.0T), 320-layer CT, navigation transcranial magnetism, etc., the medical equipment has reached the advanced level of domestic specialty hospitals. The center actively implements intelligent medical services and promotes convenient and beneficial measures such as specialized outpatient clinics, outpatient appointments, inter-consultation settlement, and day wards. Furthermore, it endeavors to reduce the average number of days of hospitalization, accelerate the turnover of beds, control the percentage of medicine expenditure as well as nosocomial infections, and improve medical safety by strengthening the means of refined management. Based on the establishment of a performance appraisal system centered on medical quality and safety, the internal quality of the medical care has been continuously improved.
The center is the only national standardized training base for psychiatric residents within the province. It also undertakes the training tasks of various talents of Shandong University, Shandong First Medical University, Weifang Medical College, Jining Medical College, Binzhou Medical College, Chengde Medical College, etc. Now, the center has 2 doctoral supervisors, 18 master's supervisors, 47 part-time professors and associate professors, and 17 part-time lecturers, training a large number of excellent talents in the national mental health field.
In recent years, the Center has increased its investment in scientific research, constructing a high-standard central laboratory, and establishing the Precision Medicine Research Center, Blood Drug Concentration Monitoring Center, Behavioral Experiment Center, Molecular Biology Experiment Center, Psychopharmacology Research Center, Functional Imaging Research Center, Neurodevelopmental and Cognitive Function Research Center, Mental Health Big Data and Artificial Intelligence Research Center, Electroencephalography Research Center, and Biological Sample Banking Platform, a total of 10 major research centers. We have introduced more than 10 high-level research talents, including "Yangtze River Scholars" and "Taishan Young Scholars", and our research and innovation system and team have taken shape.
As a leading specialty hospital in the province, the center deeply implements the spirit of national and provincial medical reform. It has established cooperative relationships with more than 100 medical institutions in and out of the province, radiating high-quality medical care to a wider area, actively exploring the integration of medical resources, gradually guiding patients to seek medical care in a hierarchical and orderly manner, and accumulating experience for the implementation of hierarchical diagnosis and treatment. At the same time, our center actively responds to the national strategy of ecological protection and high-quality development of the Yellow River Basin. It implements the strategic project of "one line, one region" to promote the diagnosis and treatment technology for children and adolescents to the entire Yellow River Basin for the benefit of the majority of patients in the Yellow River Basin. The source of patients covers 31 provinces, cities, and autonomous regions in mainland China for three consecutive years, and realized full coverage of Hong Kong, Macao, and Taiwan in 2023. Compared with 2022, the number of out-of-province patients increased by 120%.
The center upholds the service concepts of "love and dedication, devotion and hardworking, love the hospital as a family" and "closely focused on the needs of patients, closely focused on clinical needs, closely focused on the quality and safety of medical care". It has included in the national public hospital performance appraisal of spirituality for 4 consecutive years with a rank of the top 10 specialties in the country (7th in 2019, 9th in 2020, 7th in 2021, and 4th in 2022). According to the comprehensive score of management and treatment of severe mental disorders, the center has placed among the top 2 in the country for 2 consecutive years (7th in 2022, 7th in 2021 and 4th in 2022).
